HR Excellence in research

HRS4R Action Plan

The new HRS4R Action Plan 2026–2028, approved by the Academic Senate in June 2025, was developed through SWOT analyses, focus groups, and internal surveys. It is already aligned with the principles expressed in the 2023 revised version of the European Charter for Researchers, which introduces four pillars: ethics, recruitment and evaluation, working conditions, and talent development.

4 pillars

01
Ethics

Actions to enhance ethical awareness, integrity, and responsibility in research, especially in emerging areas such as AI and dual-use technologies, alongside measures to promote gender balance in research groups and decision-making bodies.

02
Recruitment

Activities to make evaluation and recruitment policies fairer and more transparent, together with measures to support the integration of national and international researchers joining our university.

03
Working conditions

Initiatives to improve working conditions and promote work-life balance for the entire university community, with specific actions targeting young researchers.

04
Careers

Initiatives to support international mobility, interdisciplinary training, and the development of quality, diversified, and innovative research careers for all levels from R1 to R4.

To support process transparency and assign responsibility to the units in charge of individual actions, monitoring and evaluation tools based on key performance indicators (KPIs) and annual reports have been established.

The entire process is closely coordinated with the University Strategic Plan 2023–2025 and will be integrated into the new 2026–2028 Strategic Plan, in continuity with institutional objectives.

Through the new Action Plan, Politecnico di Milano confirms its commitment to maintaining and strengthening standards of excellence for the benefit of the entire research community.
